RTI penalty regime to be published this week

Payroll World, the leading UK payroll professional website, has announced that HMRC will publish its Real Time Information reporting penalty regime, this week.

This is based on the story Payroll World reported on 14th November, reported by, that HMRC had indicated that it would not enforce collection of RTI non filing penalty notice charge amounts for up to one year following the introduction of RTI in April 2013.

The Chartered Institute of Taxation (CIOT) and other leading UK accountancy professional bodies have called for HMRC not to enforce such penalties but to allow business a year to adjust to their new RTI reporting obligations.

Colin Ben-Nathan, chair of the CIOT’s employment taxes committee, said: “This is a new responsibility and burden being placed on employers. The penalty regime must be proportionate and give time for employers to get used to the new and sometimes onerous obligations RTI imposes on them.”
